Tyr

Tyr is ruled by King Kalak. Tyr is one of the larger cities and home to an iron mine, which should have made the trading house House Vordon wealthy. However, for the past fifty years Kalak's templars frequently extorted money, slaves and so forth from Vordon, weakening it to the point it has become a laughingstock to the other trading houses. Recently the flow of iron from Tyr has stopped (except for what is smuggled out by templars). Kalak spends these resources on a giant pyramid for unknown reasons; even his high templar only know a little about it. It's nearing completion, worrying quite a few groups in the city.
Tyr is allegedly ruled by a partnership between Kalak and the Senate, which consists of the heads of noble families. Kalak has no problems with bullying the senate and overruling their directives. His templars are powerful and he himself is unstoppable and therefore incredibly intimidating.
Tyr does not have a standing army, but one can quickly be assembled from among templars plus armed servants, plus noble houses and their armed "retainers".
