Here is the most current description of the disposition and agenda of each of the Wards and other Factions at work in the city.

See The Main Cast The Seventh Ward Council and their Trusted Lieutenants form a loose committee that makes decisions. Most of them are Liars.

The Water Spirits were exterminated for trying to take over Toronto and their old ward is under new management. The leaders all seem to have different agendas but keep close ties to The White Council and The Dragon. Mostly they try to develop their holdings and recruit useful Lieutenants. Lately they've started looking for additions to their leadership actually capable of managing the ward.

- Leadership and Figures
The Toronto Dragon controls St. George. He has as many as three emissaries at a time. Their most important job is translating The Dragon's will into a solid business model - predicting the market, developing real estate and dealing with relations with mortal authorities and supernatural powers.

Tabiodoseix took St. Georges Ward partly as a joke partly hoping to expand along the lakeshore. The Dragon was the primary supporter of the effort to wipe out the Water Spirits and his chief emissary sits on the new council for that ward. The two Wards are now allies, St. George providing resources and St. Lawrence providing prime territory to be developed. The Dragon, beyond all things, wishes to expand and increase its hoard.

- Leadership and Figures
Long forgotten, the leadership of St. Andrew has been indisposed and out of the running for a long time.

- Leadership and Figures
The Black Court leadership remains intact even with their power fractured. The progenitor is inactive, his first children to conserve the Scourge. They seek allies but quietly, they defend their territory but only with guerrilla tactics.

The Progenitor hasn't been seen in four decades, but his children still visit the old seat: Casa Loma. The White Court has made it into a tourist attraction as a slight but the Black Court is not concerned. They only care about having their scourge and allies ready when it is time to redeclare themselves, take back their Ward and undo a hundred and twenty years of injustice.

- Leadership and Figures
As White Court vampires are a secretive bunch of predators. Free Wheeling Jeanie Guynes of House Shetley is the most public among the them, occasionally popping up in Ward Politics as a diplomat. Guynes has been working to corrupt mortal authorities from the top down, perhaps planning to trade favours up to House Malvora.

The White Court has Three Great Houses but none represented in Toronto. In the Free City, children of lesser houses integrate among the mortal herd and seek power through intrigue. Eventually, they either demonstrate their usefulness and loyalty privately to their betters and rise or content themselves in the backwater, encroaching on St. Patrick and the Black Court inch by inch. Recently, House Raith has tested the water, planning to take territory from a lesser house if the price is right.

- Leadership and Figures
St. James belongs to the Summer Court, thus control defaults to the Queens. Important figures like the knight or mortal friends of the faerie nobles might act but most faeries don't move until told by their elders.

Summer promotes growth. As aspects of nature go they're not too harsh on Mortals until ebola viruses and super predators turn up. Summer exists to counter Winter and has been doing less well in Toronto, their knight died here recently and replaced with a new one with a mandate to 'Restore Balance' in the matter. Meanwhile, they resume the gentrification of their ward.

- Leadership and Figures
St. David belongs to Winter, thus the Winter Queens rule it. The least queen is rumored to oversee the ward from time to time but has not been seen recently. It act in kind with Summer by competing for influence and countering its moves. The Winter Knight, an eccentric and deadly faerie, spends much of his time in the city.

While the other powers laughed when Winter claimed Scarborough, it is now the largest Ward by size. Violence and Crime have always strung up to fill the parking lots of strip malls and abandoned industrial efforts. Exactly what they gain from this territory is unclear but the strategy of Queen Mab is rarely flawed.

- Leadership and Figures
The White Council is ruled by their Senior Council of seven wizards. Under them, the Captain of Wardens, her Field Commander, the Regional Commanders and Wardens under them. All other wizards float about with varying levels of authority and influence. Any Wizard you meet can reasonably speak for the council but all are sneaky, secretive and stick together.

Wizards enforce seven laws on mortal practitioners, try to maintain the status quo in the city, look out for wizards and sometimes keep an eye on mortals. Mostly they don't care about Toronto and people there do what they like. The White Council created the Ward Council, mediates between Wards and repels city scale threats on the few occasions that have called for it.

- Leadership and Figures
Mortals follow the powerful: Celebrities, Elected Officials and Capitalists. Creatures like Public Intellectual Rob Ford, Business Ape Ed Mirvish and the Exalted Deathmatch Warrior Gail Kim all command respect and obedience from the mob, especially television viewers. Day to day oversight is done by the constabulary, the management class, advertising and public educators.

Their Society has become a Consumer Culture of Industry and Technology, (also called Ferromancy.) Their teeming numbers become ever more productive to keep up with their machines. Fashion, Gadgets and Information distract them from their traditional mode of wary blood thirst. However, the sheer supernatural population of Toronto has made a surprising number of local mortals face reality, organize and prepare to live with these forces or defend their interests.

[edit] Ghoul Clan
- Leadership and Figures
Many are Ghouls are effectively slaves to greater powers though some have the determination to act independently. These ones are a long standing war band serving Gilgamesh, a traditional name for ghoul leaders. Gilgamesh, or maybe 'The Gilgamesh' is their only leader and will likely be replaced by the highest status ghoul until only two or three remain.

The Clan Ngeshtin-ana, named for a goddess of wine and winter, has come down from the north to claim lush hunting territory. They are able to retreat into the never-never at certain places and call it The Dreaming Way. The clan doesn't seem to comprehend the wards or politics of the city and simply challenge the least visible power, St. Patrick, for control over parts of York or Downsview or retreat into the Humberlands or Undertown.
