Raam

Raam, the chaotic city, is ruled by the Grand Vizier Abalach-Re. She considers herself the high priestess to an unknown multi-armed god. The city is divided into several social castes including untouchables. The Vizier is above this, of course. Despite being at least 1000 years old she is incredibly beautiful and has strong "appetites", openly sleeping with any male humanoid who catches her eye. This has not made her popular with the people of Raam, who blame her behavior for the misfortunes which have struck their city. Her city has devolved into chaos, and she barely controls it. Even her templars ignore her orders and dress in anything other than templar garb. A half-giant preacher named "Leviath the Calm" attempts to keep the peace non-violently.
Raam has a population of over 40,000, making it the largest of the seven cities. Raam has large numbers of both elves and thri-kreen. This is not a happy combination.

Saddhu (mystics or priests who are generally respected by the populace; at least some templars claim to be saddhu)
Nawab (noble warlord families)
Vizier (public servants; they wear colorful silk robes)

- Mansabdars act as the city's secret police force.
Merchant
Laborer
Slave: unlike other castes, a slave can leave their caste if legally freed.
Untouchable
