Eldaarich
Eldaarich is a "sealed" city ruled by the sorcerer-king Daskinor. His paranoia was so great that he cut the city off from Athas, turning it into a giant prison. Its only contact is through House Azeth of Kurn. Why he hasn't been forced to pay the Dragon's Levy is unknown.
